This was created in PSP 7..with a few adjustments it can be done in other versions

Open a 400x400 transparent image...flood fill with
# d3d1d2..this is just a filler..really of no use.
Step 1...Making Sky Gradient
On your Color Palette( Styles)...Foreground put in this color
#8080ff.....Background #cocoff.....click on the Gradient on the Foreground....When Gradient opens...go to top and you will see the two colors merged...click it flood fill the working image with this gradient...

Step 2..New Layer Grass
Color palette (Styles)...Foreground...Pattern...Grass....Scale 29....Angle 356...with the selection tool rectangle..draw out a rectangle on the bottom third of the working
image..while active fill with the pattern...deselect
Step 3
Highlight the grass background.....go to Retouch Tool
(looks like a hand)...using the numbers shown in screenshot below....pull up on the grass blades so they are above the skyline...I also went down into the grass and pulled up some blades..play around ..this is yours so do it the way you want..this is only a guideline.
Step 4...New Layer... Sun
With the Selection Tool...Circle..draw out a small circle
With Magic Wand..click inside circle and flood fill with # f5f678 ..while active add another layer..name sun 2 and flood fill with ff0000....Opaque 54....deselect
Step 5...New Layer
... Sun Glow
Highlight the Sun layer...go to Effects....Eye Candy..
Gradient Glow
Settings..Faint White....use the numbers shown in screenshot below
Spring Flowers
Click on the zip file and download in your folder.the file contains..4 flowers gifs and the clouds..use them or use your own..
For this tutorial you will use..Zip File...Making Gradient....
Selection Tool....Flood Fill Bucket.....Blend Mode.... Layer Palette / Opaque....Eye candy....
Color palette / Pattern / Gradient....Retouch Tool...Copy/Paste... ...Layers...Saving As PSP....Annimation Shop / Wizard

Get the flowers and clouds and put on desk top....feel free to use your flowers.. Using the Lasso Tool go around a cloud...Edit...Copy ..click onto the working image Edit..Paste as a new layer...Go to Image and resize the cloud by percentage... if needed resized...Repeat directions if you want more clouds..When you have your clouds placed...go to layers and merge visible
